Introduction
The Ministry of Constitutional Affairs (MoCA) previously known as Ministry of
Constitutional Affairs and Reconciliation is a Government Ministry in South West
State of Somalia – Baidoa. The ministry was officially renamed on 30 July 2017 by
presidential decree letter Ref; KGMXM/ 420/30/7/2017. It was previously
established on 4th January 2015 to promote community based reconciliation and
peace-building in all aspects by means of a coordinated basis including elders to
promote political stability, security and social cohesion.

Vision
MoCA envisages becoming an institution leading a positive change in promotion of constitutional values; democracy, inclusive politics, rule of law and access to justice to enable citizens enjoy peace & security with access to socio-economic development for all.

Mission
To promote peace, stability, rule of law, inclusive politics, democracy and
constitutionalism through civic education, reconciliation, and capacity building
programmes.
To develop policies and legal frameworks for the protection of all rights enshrined in the State constitution as well national constitution in order to enhance political, social and economic equalities, justices and development of all citizens living in South West State of Somalia.
